Ground Transportation - Getting To and From PHL

Philadelphia International Airport is located just 7.2 miles southwest of Central Philadelphia. The Ground Transportation System at the Airport is an extensive network of taxicab, car rental, shuttle-bus, limousine, and van operations working to get you where you want to go in a safe, courteous and efficient manner. In addition, the Airport also offers SEPTA bus and regional rail service to Downtown Philadelphia and points in between.

Taxi Services:

Taxi services can be picked up at Zone 5 on the Commercial Transportation Roadway.

All Taxi rates are based per trip not per person. Most taxis can accommodate up to 3 passengers. In some cases certain vehicle types can accommodate 4 passengers.

$25.00 Flat Rate from the Airport to the Central Philadelphia Area. This area encompasses: Fairmount Ave (most Northern point), South Street (most Southern point) Delaware River (most eastern point) and University City/ 38th Street(most Western point) Any destination that falls within these boundaries are eligible for the Center City flat rate.

$10.00 minimum fare from the Airport to any destination.

Other fares based on the meter which based upon entry (flag drop) is $2.30 and $2.10 per mile or portion thereof. In addition you will be charged an additional $1.50 Airport fee.

Should you need to pay by credit card please advise the dispatcher upon your arrival to the Taxi area as all companies do not accept credit cards or vouchers as a form of payment.

Sedan, Limousine Services and Shared Ride Van:

Sedan and Limousine services can be picked up at Zone 6 and Shared ride van services can be picked up at Zone 7 on the Commercial Transportation Roadway.

For information regarding transportation please go to the Ground Transportation Information desk which is located in each baggage claim area. The Ground Transportation Information representative can assist you by providing you with a list of transportation providers that are authorized to travel to your desired destination. Please understand that our Ground Transportation representatives can not recommend specific services however they are there to provide you with transportation options. Our representatives will give you instructions on how to contact the provider of your choice. They will also alert you once your provider arrives to pick you up.

Parking

Due to adjustments in policy by the Transportation Security Administration, Short Term Ground Level Parking in the baggage claim areas has been restored.

Airport Parking is provided by the Philadelphia Parking Authority.

Philadelphia International Airport is increasing vehicle parking capacity by more than 6,000 spaces. These additional spaces are due to increased capacity in our Ground Level Short Term Lots, the completion of new parking garages at Terminals E-F and the new International terminal.

Vehicles such as wheelchair-equipped vans that are unable to enter the garages due to height restrictions can park in the Economy Parking Lot. Proper identification is needed such as disabled license plate and/or placard.

Note: Oversize lift vehicles exceeding a height limit of 6 feet cannot enter the garages. These vehicles may be parked in the Economy Lot.

Directions to the Park & Ride/Cell Phone Lot

Motorists who are coming to Philadelphia International Airport to pick up passengers can now wait in the PennDOT "Park & Ride" lot located on Bartram Avenue adjacent to the Southbound I-95 exit ramp for Cargo City. The lot contains approximately 60 striped spaces, is lighted and has two easily accessible entrances.

Drivers must remain in their vehicles while waiting for passengers to arrive at the Airport. The lot is not staffed, but is patrolled by Airport police.

To access the Park & Ride from I-95 Southbound:

Take Exit 12B "Cargo City." At the light at the end of the ramp, turn left onto Bartram Avenue. Follow the signs to the lot, which is on the left.

From I-95 Northbound:

Take Exit 10 "Bartram Avenue/Cargo City." At the 1st light, turn left onto Bartram Avenue and follow Bartram Avenue to the lot, which will be approximately 1 mile up the road on the right.

To return to the Airport from the Park & Ride Lot:

Turn right onto Bartram Avenue and follow Bartram Avenue to Island Avenue. Turn right onto Island Avenue and follow the signs for I-95 South. From I-95 South, take Exit 12A to Philadelphia International Airport and follow the signs for "Arriving Flights."

Airport Information Services

Airport Information Counters are located in each terminal. General information and assistance, worldwide airport operating conditions and weather updates are just a few of the technological and customer service options available to all passengers. This complimentary service is offered 24 hours a day in Terminals B and C and from 7:00 AM-11:00 PM in all other terminals.

Lost & Found

Contact Information

The Airport's central Lost & Found is located in the Communications Center, which can be accessed on the Departures Roadway between Terminals C and D.

If it's believed something was lost at the Airport or on an aircraft, individuals should contact the 24-hour Airport Lost & Found at 215-937-6888. Passengers can also contact their airline directly for information on personal belongings that are left on an aircraft.

Items that are left at the security checkpoints are turned over to the Transportation Security Administration Lost & Found at the Airport. Hours of operation are Monday through Friday, 8:00 AM to 4:30 PM. The telephone number is 215-901-6195.

Automated Teller Machines (ATM)

Currently, there are fifteen (15) Automated Teller Machine (ATM) locations throughout the Airport. These locations are as follows:

Check Cashing Facility

Passengers and employees can utilize the many services provided by Ace Cash Express, the check cashing facility located on the passenger walkway between Terminals A and B. Current services include check cashing, lottery tickets, faxing, and money orders.

Duty Free Shops

International Shoppes offers duty-free merchandise to international passengers in Terminals A-West and A-East. Passengers on non-stop international flights can purchase duty free items such as liquor, cigarettes, perfume, and watches prior to boarding.

Elevators and Escalators

Elevators and escalators are available between the lower and upper levels in the ticketing and baggage claim areas and in some concourse areas. Elevators are in each of the seven terminals and parking garages. Braille signage and raised numbers identify these services.

Food, Beverage and Retail Program

Philadelphia International Airport and its master developer, MarketPlace/Redwood, have rejuvenated the Airport with quality name-brand local and national products. Passengers can now enjoy quality merchandise at competitive street pricing. Vibrant mobile vending carts adorn the concourse areas of each terminal. Additionally, joining the retail development throughout the Airport's seven terminals is Philadelphia MarketPlace at the Airport. This is the first time that an airport has taken an existing terminal and redesigned it with such a level of passenger amenities. Philadelphia International Airport continues to focus on the needs of our passengers and we are thrilled to provide a variety of quality products and convenient services for our valued customers. Hospitality Program

This program was developed to assist stranded passengers during emergency and weather situations. During such instances, passengers are provided with hotel and ground transportation information as well as complimentary items such as snacks, pillows, blankets, diapers, etc.

Language Assistance

International travelers can conveniently get language assistance anywhere in the Airport by calling the Communications Center from any white Airport information telephone or by speaking directly to a bilingual receptionist at the Passenger Assistance Counter located at the exit to U.S. Customs in the Terminal A-West baggage claim area.

Luggage Carts

Luggage carts are available throughout the Airport to assist passengers with their baggage for a fee of $3.00, which can be paid for with credit cards.

Mail Facilities

Self-service postal centers are located in on the A-B walkway near Terminal A-East and on the C-D walkway near Terminal D. There are FedEx drop boxes at these locations as well as in Terminal E. A UPS drop box is located in at the self-service postal center on the C-D walkway. The UPS store on the A-B walkway near Terminal B offers a variety of postal services.

Travelex

Passengers are provided with a number of services including: flight insurance, foreign currency exchange, a public notary, global link phone cards and fax machines. Travelex has locations in Terminal A-West, the International Arrivals Hall, Terminal A-East and Terminal D.

Please Touch Aviation Station

Ideal for children ages 1 to 7, the Aviation Play Station is located adjacent to Gate D-10. The Aviation Play Station features interactive displays specifically designed to introduce children to the exciting world of aviation. Hands-on items include a jumbo-jet where children can get inside to be both passengers and crewmember, and a smaller airplane featuring hand controls where children can activate a spinning propeller. The Aviation Play Station serves as a welcome refuge to passengers traveling with children by not only serving as a play area, but as an educational tool as well.

Restrooms

Accessible restrooms are available throughout the main terminal area, in the concourse areas and baggage claim. Additionally, some facilities are equipped with children's changing tables. Family restrooms are also located throughout the Airport.

Locations are in Terminals A-East, B, D and F.

Telephones

Public telephone banks are located throughout the Airport complex and meet the Americans with Disabilities Act (ADA) height restrictions. Telephones with amplified volume controls are standard to most telephones, and all phones are hearing-aid compatible.

Workstations

The Airport provides more than 100 semi-private workstations throughout the boarding gate areas of all terminals. These units consist of a pay telephone, outlets, worktable and bench.

Accessibility & ADA

Philadelphia International Airport is dedicated to meeting the needs of our travelers with disabilities. The Airport provides services and facilities that are designed to assist passengers in moving through the Airport safely and efficiently.

Passengers with disabilities may request wheelchair assistance from the airlines. The airlines are required under the Air Carrier Access Act to provide wheelchair assistance upon request. If wheelchair assistance is not provided, then the passenger may request to speak with the airline's Complaints Resolution Official (CRO). Each airline must have at least one CRO available at each airport during times of scheduled carrier operations. The CRO can be available by telephone.

Complaints dealing with wheelchair availability or those alleging discriminatory treatment by air carrier personnel can be directed to the U. S. Department of Transportation's Aviation Consumer Protection Division, which can be contacted as follows. (Hours are 700AM though 1100PM, EST.)

Inside all terminals you will find the following:

Travel and information centers are located in the terminals near the security checkpoints (in Terminal F, near Gate F-10). General information and assistance as well as worldwide airport operating and weather conditions are just a few of the technological amenities available to all passengers. This complimentary service is offered 24 hours in Terminals B and D and from 7:00 am to 11:00 pm in all other terminals.

Elevators are available between the lower and upper levels, in the baggage claim areas and all parking garages. Elevators with braille signage and raised numbers are in each of the terminals and parking garages.

Accessible restrooms are located throughout the Airport. These facilities are indicated by the International Symbol of Accessibility.

All pay telephones are hearing aid compatible and have volume controls.

Currently, there are 31 Telecommunication Devices for the Deaf, TDD/TTY public pay phones located throughout the Airport in Terminals A-West through F. (See locator guide on page 10)

Automated Teller Machines, or ATMs, are in 15 locations throughout the Airport; 14 of these are equipped with earphone jacks for audio access. For your convenience, directions are provided in 5 languages: English, French, German, Japanese and Spanish.

The Philadelphia Airport Marriott hotel is conveniently connected to Terminal B by a skybridge. The 419-room facility, which includes 20 rooms meeting ADA standards, was designed with business travelers in mind and is equipped with in-room work stations, roll-in type showers, workout room with lap pool, meeting and banquet facilities and a full-service restaurant.

Moving walkways are available in 10 locations: on the link between Terminal A-East and Terminal A-West, on the connector bridge between the Terminal A-West baggage re-check area and Terminal A-East, on the 3rd floor walkway in Terminal A-West, on the link between Terminals A-East and B, between Terminals B and C behind the row of shops, on the link between Terminals C and D and along the pedestrian bridges on the way to baggage claim in Terminals B, C, D and E. (See Map on Page 6)

Parking & Ground Transportation

Dropping off and picking up passengers is facilitated by designated areas in front of each terminal on both the Departures Roadway and outside each baggage claim in the passenger pick-up area on the Arrivals Roadway. The Short-Term parking lots on the ground level across from baggage claim areas contain several Handicapped parking spaces. These areas are clearly marked with the International Symbol of Accessibility and are on accessible routes equipped with curb ramps to facilitate entering the terminal.

Vehicles such as wheelchair-lift equipped vans that are unable to enter garages due to height restrictions can park in the Short-Term parking spaces on the ground level across from the baggage claim areas. Vehicles that have handicapped license plates or a placard can park in the Short-Term spaces at a reduced rate.

Travelers who will need ground transportation in wheelchair accessible vehicles from PHL should make arrangements in advance of their arrival at the Airport. The Airport’s website, www.phl.org, has a list of these providers. Additional information is available by calling the PHL Ground Transportation hotline at 215-937-6958.

The Philadelphia Parking Authority operates Short-Term, Garage and Economy Parking facilities at the Airport. Handicapped parking spaces are located close to the elevators in the garages, bus stops in the Economy Parking lot and baggage claims in the short-term lots. Some helpful tips for deciding which parking option to use are as follows:

• Short-Term parking is recommended for brief visits of up to 1 hour.

• Garage parking is less expensive than Short-Term parking for visits of more than 1 1/2 hours.

• Before coming to the Airport, know which baggage claim your party will be arriving at.

• Economy Parking is an ideal selection for lengthy visits. Parking in these areas requires use of free shuttle buses, all of which are wheelchair accessible.

Economy Parking

In Economy Parking, free shuttle buses equipped with mobile lifts are available 24 hours a day. They circulate between the lot and the terminals every 10 minutes.

SEPTA’s Airport Rail Line (R1) can be accessed off the pedestrian walkway between the main terminal and the baggage claim area in Terminals A-East, B, C, D, E. Elevators are located on the SEPTA platforms and pedestrian bridges. The train platforms are equipped with bridge plates to assist people who use wheelchairs in crossing the gap between the train and the platform. Yellow safety stripes are at the edges of all platforms. Trains arrive and depart every 30 minutes. The R1 provides direct service to five stations: Eastwick, University City, 30th Street (Amtrak connections), Suburban and Market East. All stations, except Suburban, are accessible. Regional rail connections can be made at 30th Street, Suburban and Market East stations.

One-way tickets can be purchased on board trains at every terminal at the Airport for $5.50. Passengers can connect onto other SEPTA regional rail lines by purchasing another separate ticket or buying a combination ticket in advance. SEPTA’s Customized Community Transport, CCT Connect service picks up registered passengers, seniors and disabled, at Zone 1 located outside of each baggage claim area. To schedule a pick-up, registered users may call 215-580-7700. TDD/TTY users can call 215-580-7712.

Car Rental information phones are available at all baggage claim areas for the following car rental agencies with offices on the Airport grounds: Alamo, Avis, Budget,

Dollar, Hertz and National.

Vehicles equipped with hand controls are available at all of these agencies; however, as much as 72 hours advance notice is required. Such requests must be made at the time the vehicle is reserved. If you require a TDD/TTY phone to call any of the rental agencies, public pay phones with TDD/TTY equipment are available in each of the baggage claim areas. Some ground transportation companies provide shuttle service with vans equipped with electric lifts. For more information on such services, please see a representative at the ground transportation counter located in each baggage claim area.

Taxis, vans, limousines, local SEPTA buses and CCT Connect stop at all baggage claim areas. To arrange for taxi, van or limousine service, it is best to make reservations in advance. Reservations can also be made from ground transportation phones in all baggage claim areas at the Airport.

The Airport provides three parking options:

The garages are accessed on the Arriving Flights Roadway. The Economy Lot is accessed on the Departing and Arriving Flights Roadways and is located at the far east end of the Airport, just beyond Terminal F.

Handicapped parking spaces are available in the garages and Economy Lot, and are indicated by the international access symbol. To facilitate access to the terminals, elevators are located in the garages, and buses with wheelchair lifts provide service to and from the Economy Lot.

Note: Oversize lift vehicles exceeding a height limit of 6 feet cannot enter the garages. These vehicles may be parked in the Economy Lot.

Q. What kinds of facilities and services are available to travelers with disabilities?

A. The Airport has a variety of accessible facilities and services. Elevators and escalators are located throughout the terminals and parking garages. Elevators have Braille signage and raised numbers. Accessible restrooms are located throughout the Airport and are identified by the International Symbol of Accessibility. Public telephone banks in the Airport are compliant with ADA (Americans with Disabilities Act) height specifications to facilitate use by individuals in wheelchairs. In addition, there are currently 31 telephones with Telecommunications Devices for the Deaf in various terminals. Directional signage to the nearest TDD is located at selected telephone banks. Automated Teller Machines (ATMs) with Braille instructions are located in each terminal. ATMs are equipped with earphone jacks for audio access.

All access routes at the Airport have curb ramps to the terminals. Parking spaces designated "handicapped" can be used only by vehicles with the required license plate or placard visibly displayed. Such spaces are available in all parking areas.

Q. How can I go about getting wheelchairs or electric cart service?

A. Wheelchairs and electric cart service are provided by the individual airlines. When making an airline reservation, make it known that you will need a wheelchair or electric cart to transport you through the airport. It is advisable to confirm this request prior to your departure day. Airline personnel at the Airport will facilitate this service. If you encounter problems contacting your airline while you are in the airport, you can receive assistance from an Airport Operator by calling 6700 on an Airport courtesy telephone.

Q. Does the Airport have bus service that’s equipped for wheelchairs?

A. Yes. Buses that provide service to the Economy Parking Lot and between terminals are fully equipped to accommodate wheelchairs. Shuttle vans that are wheelchair accessible are also available upon request. The buses and specially-equipped vans are operated by First Transit, which can be contacted at 215-365-3477. Any problems concerning shuttle bus service should be reported to the Airport Communications Center at 215-937-6937 (TDD 215-937-6755).

Q. Can I rent a car with hand controls?

A. Yes. Most rental car agencies require at least 72 hours notice for vehicles with hand controls. You should contact the agency directly.

Q. What is the recommended procedure for dropping off passengers with disabilities?

A. Designated temporary parking spaces are located on the Departures Roadway in front of each terminal. These areas are clearly marked with the International Symbol of Accessibility and are on accessible routes equipped with curb ramps to facilitate entering the terminal. Parking is allowed in these designated areas only for dropping off or picking up passengers. Vehicles may never be left unattended in front of the terminal building due to safety and security regulations, or they will be ticketed and towed. Vehicles such as wheelchair lift-equipped vans that are unable to enter the garages due to height limits may park in the Economy Lot.

Q. What is the recommended procedure for picking up passengers with disabilities?

A. Those picking up passengers with disabilities are encouraged to park in the garages and meet passengers in baggage claim areas or just before the security checkpoints. Designated spaces for picking up passengers with disabilities are located on the Arrivals Roadway and are marked by the International Symbol of Accessibility. Elevators, which are located in all baggage claim areas, can be used to access the garages. If assistance is needed with transporting luggage, skycap service is available in all baggage claim areas.

Q. Does the Airport have moving sidewalks?

A. Yes. Moving sidewalks are located in Terminal A-West; on the passenger walkway connecting International Arrivals Hall to Terminal A-East; on the passenger walkway between Terminals A-East and B; between Terminals B and C behind the row of shops closest to the airfield; between Terminals C and D; and along the pedestrian bridges on the way to baggage claim in Terminals B, C, D, and E.

Q. Can I get prescriptions filled in the Airport?

A. No. The Airport does not have a pharmacy. Press Relay, which has locations in every terminal, sells a variety of non-prescription medications.

Q. Are there accessible public transportation services available at the Airport?

A. Yes. The SEPTA Airport High Speed Rail Line (R1) platforms are accessible via elevators and escalators from the pedestrian bridges linking the main terminal and the parking garages/baggage claim at Terminals A-East, B, C, D, and E. The train platforms are equipped with bridge plates to assist people who use wheelchairs in crossing the gap between the train and the platform. Yellow safety stripes are at the edges of all platforms. Trains run every 30 minutes and one-way fare is $5.50. The Airport offers wireless Internet access from 38 access points in the secure areas in every terminal, except A-West. Terminal A-West is scheduled to have wireless access by the end of Summer 2006, and plans are being developed to extend wireless access to the entire terminal complex. Philadelphia International Airport Receives Record Grant Awards

Federal Funds Help Pay For Several Airport Projects

Philadelphia - During the U.S. government's fiscal year that ended September 30, 2006, the Federal Aviation Administration (FAA) awarded Philadelphia International Airport (PHL) $38,027,815 in grants to fund a variety of important projects as well as the purchase of a new Aircraft Rescue Fire Fighting (ARFF) vehicle. The $38 million represents the highest amount of federal funds the Airport has ever been awarded during a fiscal year since the Airport Improvement Program (AIP) was introduced in 1982. The FAA administers Airport Improvement grants.

The grants are earmarked for five projects at PHL and one at Northeast Philadelphia Airport (PNE). The projects and their allocations are as follows:

Design and Construction of Runway 17-35 Extension - $25,463,583 Design and Construction of Runway 9R Safety Area - $4,575,000 Environmental Impact Statement (EIS) for Capacity Enhancement Program - $4,000,000 Reconstruction of Cargo Apron, Phase III - $2,212,239 Purchase of new ARFF vehicle - $600,000 PNE Airfield Electrical Work - $1,176,993

"These federal grants enable the Airport to proceed with significant infrastructure and safety enhancements," said Charles J. Isdell, the City's Director of Aviation. "We are grateful for the FAA's financial assistance and our congressional delegation's support in obtaining federal funding for many Airport projects."

The $25.5 million grant for the Runway 17-35 Extension is the most recent allocation for this project, which will extend the runway by 1,040 feet. The extended runway will permit greater use by narrow body aircraft and help alleviate congestion on PHL's two major runways. Construction recently began and the project is expected to be completed in 2007.

The $4.6 million grant for the 9R Runway Safety Area is for the design and construction of additional surface at the end of the runway. The added surface will provide a measure of safety in the event of an aircraft leaving the runway by significantly reducing the extent of personal injury and aircraft damage during such incidents.

The $4 million EIS grant is the most recent allocation for the study of environmental impacts that could result from major changes in the airfield configuration. The proposed changes could increase PHL's ability to meet future airfield capacity demands. The EIS is expected to be completed in 2007.

The $2.2 million grant for the Cargo Apron, Phase III project is for the reconstruction of a portion of the cargo apron ramp area.

The $600,000 grant is for the purchase of a new Aircraft Rescue and Fire Fighting vehicle for Engine 78.

The $1.2 million grant for PNE airfield electrical work is for the replacement of the existing taxiway edge lighting with new bases, conduit, cable and fixtures to provide easier maintenance.

The Runway 17-35 Extension and the Cargo Apron grants are multi-year grants. The Airport will receive an additional $2.2 million for the Cargo Apron project and another $4.2 million for the Runway 17-35 Extension in Fiscal Year 2007.
